China ranks 17th in competitiveness: Report

%3CFONT%20face%3DVerdana%3EChina%20ranked%2017th%20in%20the%20world%20in%20terms%20of%20national%20competitiveness%2C%20up%2056%20places%20since%201990%2C%20according%20to%20a%20report%20issued%20by%20China%20Academy%20of%20Social%20Sciences%20%28CASS%29%20on%20Monday.%3CBR%3EThe%20Blue%20Book%20of%20National%20Competitiveness%20said%20a%20country%27s%20national%20competitiveness%20comprised%20its%20economic%20volume%2C%20efficiency%20and%20structure%20as%20well%20as%20development%20potential%20and%20innovation%20ability.%3CBR%3EIt%20said%20that%20China%27s%20national%20competitiveness%20had%20spiraled%20up%20with%20its%20world-shaking%20achievements%20in%20the%20past%2020%20years%20thanks%20to%20the%20country%27s%20reform%20and%20opening-up%20policy.%3CBR%3EA%20communique%20issued%20by%20the%20Fifth%20plenary%20session%20of%20the%2017th%20Communist%20Party%20of%20China%20Central%20Committee%20lists%20advancement%20of%20national%20competitiveness%20as%20one%20of%20the%20main%20goals%20of%20China%27s%2012th%20Five-Year%20Program%20%282011-15%29.%3CBR%3EIn%20terms%20of%20economic%20volume%2C%20the%20report%20said%2C%20China%20had%20been%20one%20of%20the%20world%27s%20top%20three%20largest%20economies.%20In%20terms%20of%20competitiveness%20of%20economic%20growth%2C%20China%20had%20ranked%20in%20the%20top%20five%20since%201992.%3CBR%3EThe%20report%20said%20the%20world%27s%20most%20populous%20country%20ranked%20first%20among%20G20%20countries%20in%20human%20resources%20due%20to%20the%20number%20of%20people%20in%20higher%20education.%3CBR%3EHowever%2C%20China%27s%20human%20resource%20index%20%28HRI%29%2C%20which%20indicates%20the%20proportion%20of%20college%20graduates%2C%20technicians%2C%20engineers%20and%20scientists%20to%20the%20total%20population%2C%20had%20ranked%2018th%20for%20the%20past%20five%20years.%3CBR%3EThe%20United%20States%20and%20Japan%20had%20dominated%20the%20top%20two%20places%20of%20the%20HRI%20ranking%20from%202004%20to%202008.%3CBR%3EThe%20report%20said%20China%20had%20slowed%20in%20expanding%20competitiveness%20of%20economic%20scale%3A%20China%20spent%20one%20year%20climbing%20from%2010th%20to%20ninth%20place%2C%20while%20it%20spent%20five%20years%20rising%20from%20No%207%20to%20No%206%2C%20mainly%20due%20to%20a%20lack%20of%20breakthroughs%20in%20new%20economic%20growth%20points%20and%20lack%20of%20sustainability%20in%20extensive%20growth%20mode.%3CBR%3EChina%20should%20strive%20to%20achieve%20a%20strategic%20goal%20of%20standing%20in%20the%20top%20five%20G20%20countries%20by%202020%2C%20and%20ranking%20only%20second%20to%20the%20US%20by%202050%2C%20the%20report%20said.%3CBR%3EThe%20results%20revealed%20by%20the%20report%20were%20based%20on%20research%20and%20analysis%20on%20changes%20of%20national%20competitiveness%20of%20100%20countries%20and%20economies%20from%201990%20to%202008.%3CBR%3EIt%20listed%20the%20top%2010%20in%20national%20competitiveness%20as%20the%20US%2C%20the%20European%20Union%2C%20Japan%2C%20the%20Republic%20of%20Korea%2C%20Singapore%2C%20Germany%2C%20the%20United%20Kingdom%2C%20the%20Netherlands%2C%20Switzerland%20and%20France.%3CBR%3E%3C/FONT%3E
