The “second take-off” for Tianjin Port Free Trade Zone in 2018

Reporters learned from the Working Conference of Tianjin Port Free Trade Zone 2018 on February 28 that this year, Tianjin Port Free Trade Zone will continue to promote the function and industrial upgrading of the bonded port, promote the integration of ports and explore the reform and innovative measures of Tianjin Port Free Trade Zone to extend to the Harbor Economic Zone. In promoting industrial upgrading and achieving high-quality development, it will focus on advanced manufacturing industries and continue to implement supply-side structural reforms. It will promote the development of the Sino-Europe Advanced Manufacturing Industrial Park and launch the construction of the China-Europe Exchange and Cooperation Center and the Integrated Service Center; it will strengthen the civil aviation industry, achieve output growth of the A320 assembly line, make progress in the A320 project of fuselage section assembly and start the construction of HNA engine maintenance project, Haite project of changing passenger aircrafts into cargo crafts and so on.

With the launching of a new round of reform and opening up in Binhai New Area, Tianjin Port Free Trade Zone has achieved the reorganization and integration from the harbor to the airport and then to the expansion of Harbor Economic Zone. It ushers in another leap in the development history. In 2018, Tianjin Port Free Trade Zone will stand at a new historical starting point, further open itself up, deepen reform, push forward quality and efficiency, and make new contributions to the "Five Modernized Tianjin" and the creation of a prosperous livable intelligent new city in Binhai New Area.

Goals for this year

■ It will increase efforts to attract foreign investment, to settle 100 quality and large projects as well as 30 entity projects throughout the year, and introduce 20 world's top 500 key projects; it will introduce 40 top 500 private key projects and 20 European high-end projects.

■It will spare efforts to foster innovative subjects, introduce innovative talents and optimize the environment for innovation and entrepreneurship. During the year, no fewer than 800 technological enterprises and no less than 30 high-tech enterprises will be newly identified. 100 new high-end talents will be newly recruited as well as 1,200 new talents at all levels. It will complete the new employment of 20,000 people; no less than 200 enterprises will be newly settled.

■It will continue to improve the urban functions, upgrade the planning level of the living area of the Harbor Economic Zone, complete the special planning of rail transit and perfect the special plan for external traffic; it will rely on Airport Hospital and Tai Shan Cancer Hospital to carry out precision medical treatment and special diagnosis and treatment; it will promote the construction of the second primary school and new kindergarten and build an international school; it will speed up the construction of key projects, plan to start 36 projects throughout the year, complete 39 projects and continue construction of seven physical land projects

It will strengthen investment promotion to promote industrial upgrading.

In terms of promoting high-quality development, Tianjin Port Free Trade Zone will focus on developing the real economy and building a demonstration area for the scientific development of marine economy. It will expand the high-end equipment manufacturing industry, promote the integration of intelligent elements and manufacturing industry, and grasp the emerging service industries. It will continue to intensify investment promotion efforts, play five cards well say industrial investment, functional investment, integration of investment, capital investment and business investment. It will strive to 100 quality and large projects as well as 30 entity projects throughout the year, and introduce 20 world's top 500 key projects; it will introduce 40 top 500 private key projects and 20 European high-end projects.

Innovation

It will adhere to scientific and technological innovation to lead the cultivation of innovative subjects.

This year, Tianjin Port Free Trade Zone will continue to lead scientific and technological innovation, strive to cultivate innovative subjects, introduce innovative talents, optimize the environment for innovation and entrepreneurship, and continuously enhance the development potential in the zone. In terms of introducing and nurturing innovation entities, no fewer than 800 scientific and technological enterprises will be newly identified and no less than 30 high and new technological enterprises will be established throughout the year. It will promote the transformation of scientific and technological achievements of military academies and institutes and establish a new pattern of integration and development for "military transformation to civilian service" and "public participation in troops".

In terms of building an internationalized talent special zone, Tianjin Port Free Trade Zone will implement the Three-year Plan of Action for Talent Development and the "Five Major Programs for Talents" to promote the establishment of an offshore innovative and entrepreneurial base for overseas talents and to set up a service platform and a S&T resource base for overseas talents. In the whole year, it will recruit 100 high-end talents and introduce 1,200 talents at all levels to complete the employment of 20,000 new jobs. It will strengthen collaboration among the innovation and entrepreneurship center, professional incubators and makerspaces, and promote the depth integration of industrial chain and innovation chain, so no less than 200 enterprises will newly settle here throughout the year.
