Upgraded version of Pilot Free Trade Zone: To better serve the overall pattern of national reform and opening up

On March 29, Binhai New Area held a special meeting of the Pilot Free Trade Zone to study and implement the spirit of the first meeting of the Central Committee for Comprehensively Deepening Reform. Zhang Yuzhuo, a member of the Standing Committee of the Municipal Party Committee and party secretary of Binhai New Area, delivered a speech. The meeting pointed out that General Secretary Xi Jinping presided over the first meeting of the Central Committee for Comprehensively Deepening Reform and reviewed and approved Tianjin, Guangdong, and Fujian's programs for further deepening the reform and opening up of pilot free trade zones. General Secretary Xi Jinping’s important speech provided basic guidance for us to build an upgraded version of the pilot free trade zones and open up new heights to the outside world. The Plan to Further Deepen Reform and Opening-up of China (Tianjin) Free Trade Pilot Zone has clear goals and concrete content. We must unify our thinking and actions into the decision-making and deployment of the Central Party Committee and the Municipal Party Committee. In accordance with the requirements of high-quality development, we should contrast international advanced rules with institutional innovation at the core, with prevention and control of risk as the bottom line, to expand the scope of opening up, to raisethe level of government governance, to strive to obtain more institutional innovations that can be replicated and promoted, and to better serve the overall pattern of the national reform and opening up.

The meeting emphasized that we must do a good job of implementation as soon as possible, further refine and optimize the task decomposition, consolidate our responsibilities, and work hard to ensure that all rules and regulations are upheld. We must take the implementation of the plan as an important starting point for advancing high-quality development, promote it in a down-to-earth manner, continue to use force, and ensure effective results. Tianjin Port Area, Tianjin Airport Area and the Central Business District of Binhai New Area will be the main bodies for implementation. We must conduct in-depth research and analysis and take the initiative to coordinate the docking of units and municipal departments of the central government in Tianjin. We must thoroughly understand the plan and make full use of policies to attract investment, toservice industrial development and to respond to corporate appeals, so that the decision-making of the central government can take root in Binhai New Area and take root here. It is necessary to step up publicity and promotion, topublicize the achievements of the reform and innovation of the Pilot Free Trade Zone, and to publicize the implementation results of the interpretation of the plan, as well as favorable policy environment advantages of Binhai New Area, so as to further polish the brand of Tianjin Pilot Free Trade Zone, and to create a good atmosphere of public opinion for the golden rise of Binhai New Area.
